About the team:

About the role:
You are an experienced mid-senior compliance professional with experience in the payment services, fintech, banking or financial services industries, and a strong track record of execution of compliance programs. You will play a critical role in working with the Head of Compliance to develop a regulatory framework and compliance program for Aspire’s payment products and services as it prepares to scale its debit account offerings in HK and other SEA countries.
You will be closely supporting Aspire’s Head of Compliance with the payment services licensing application, which includes dealing with any and all regulatory and compliance matters, such as designing compliance strategy in line with legal requirements and guidelines, drafting and implementing policies, SOPs, systems, governance, and internal controls, and helping Aspire comply with its regulatory obligations.
What will you be doing?
- Appoint as Compliance Lead / MLRO in Hongkong for Money Service Operators License (MSO), reports to Group Head of Compliance
- Maintain the company’s adherence to the compliance framework under Money Service Operators License (MSO) regulations and licensing requirements..
- Review and maintain policies, SOPs, and internal controls for regulatory compliance with the MSO regulations
- Monitor and conduct audit of the operational execution of the compliance policies.
- Work with the AML Operations team to train them on the KYC and Transaction Monitoring requirements as per the regulations and company policy
- Assist in internal and external audits of compliance and regulatory processes and procedures.
- Develop content for internal training sessions on the regulatory and compliance framework for the business and compliance teams.
- Maintain a thorough working knowledge of current regulatory requirements, familiarity with company processes, policies, and products.
- Prepare and submit regulatory reports to HKCE as and when due.
Minimum Qualification :
- Bachelor's degree in Business, Law, Finance, or a related field.
- A minimum of 5 years of relevant experience in compliance and AML roles within the financial services or finance technology industry.
- Familiarity with Hong Kong Customs and Excise Department (HKCE) Money Service Operators License (MSO) regulations and licensing requirements.
- Professional certifications in compliance and AML (e.g., CAMS, ACAMS) are highly desirable.
- Strong understanding of Hong Kong regulatory compliance and AML frameworks.
- Experience in MSO application and renewal are highly desirable.
Preferred Qualification :
- Extensive experience 7 years in a compliance leadership role within the financial industry, with a focus on Hong Kong regulatory requirements.
- In-depth knowledge of international AML standards and best practices.
- Familiarity with technology solutions for AML and compliance monitoring.
- Proven track record of successful interactions with regulatory authorities and experience in license compliance for MSO.
